Exchange / fair of masters?

About a year ago I saw a site that is a portal where performers hang out - "masters" in different areas: CNC materials processing services, manufacturing of all kinds of parts, electronics development, etc.
That is, an analogue of freelansim, but in slightly different industries . The customer publishes the TOR for the development/manufacturing and the craftsmen who can/want to help respond.
Now I can’t remember the address of the site, all building portals come across, and this is a bit different.
Maybe someone knows?
