Exchange 2013 - the letter did not reach, the reasons?

Colleagues, help unravel the case and understand what logs I can find in.
Situation: On March 11, 2021, an email was sent from mailbox1 on behalf of mailbox2.

The copy had box 3 and box 4 + boxes 5-25 in the Bcc.
No errors came to box1 or box2.
There is a mention of this letter in the transaction log, the event type is STOREDRIVER,RECEIVE and STOREDRIVER,SUBMIT.
By searching search-mailbox, the letter is not found in any mailbox other than the sender.
If I request a mail flow -> delivery report via ECP for the delivery of this letter to one of the recipients, I see the following:

There are no letters in the queue.
There is a feeling that the letter did not reach any of the boxes that were recipients / hidden recipients.
But I don’t understand where I can look for the reasons for non-delivery and the letter itself, if it hangs somewhere else (confuses the Pending status).

UPD (06/04/2021) - it turned out that there were 46 recipients, and the transport limit was 42. Now I'm trying to find a log with an error in this letter and understand why I didn't receive the NDR.

Try searching for the message via get-messagetrackinglog with the message ID.
This will give an expanded status log with all timestamps.

if there is a STOREDRIVER - it means it came to the idea. you have to look where.
does not hang out in the queue?
and for disputable situations for the future, turn on the audit on boxes :)
