Exchange 2013. How to set permissions to only receive and send emails, without deletion in Shared Mailing Addresses?

Good day, colleagues!
Please tell me how to set up rights to shared email addresses in Exchange 2013.
It is necessary that a certain category of users can only view, receive and send letters, but cannot delete them.
Only the head of the department has the right to delete.

Or is it possible to create a mailing list and individual mailboxes for users, but for them to send on behalf of the mailing list with a ban on behalf of the personal mailbox?

Most likely such request is not possible in Exchange.
I suggest you do this:
Give rights to all those who should fully work with the box, enable auditing for deletion.
Make a report on events, on deleted elements.
Increase the retention period to 90 days, let's say that it would be possible to restore the letter in time (if regular backups are not made) or enable Litigation Hold on the mailbox (which will never allow deleting information from the mailbox at all, i.e. it will always be possible to restore a deleted element)
