Using a video camera is not an option, because there is no video camera.

Absolutely any tuner will suit you (be careful not to buy a DVB tuner, you need PAL/SECAM/NTSC support)! Problems may no longer arise from hardware, but from support for the latest versions of windows, but it is quite possible to survive the task of transcoding by installing win xp separately.
