EsLint errors in VisualCode how to understand what is the reason?

Good evening! I cannot understand the nature of these errors. Help me to understand. In Google, I found information that rules are not set for React components and they need to be changed in .eslintrc.json. I did not find such a file in my assembly. Does it have to be added manually? In which folder exactly?

I installed the entire development environment through create-react-app.
