Error with ssl / tls when opening a tax account, what could be the error?

On a terminal server (Windows Server2012r2) bukh work. The problem is that they cannot enter the tax office.
The site has diagnostics, the last item
"Failed to access the server using a secure connection."
Checked on the domain controller, the same problem. TLS 1.0
Used by IE 10 (I'm thinking of updating to 11) I
see errors in the logs:
Schannel: 36888,36871,36874 I

checked the controller, dcdiag found no problems.
What could be the problem?
This is observed only in domain machines.

Judging by the answer, the server wants GOST encryption. However, a suitable cryptographic provider is needed.
