I have already reinstalled both python and paycharm and django, I create a project, I do runserver and this is what I see, it seems like the console starts up, but after the launch report there are a lot of errors, it’s not clear why and the last line about the encoding, I open the browser I write 127.0.0.1:8000 and nothing happens, it is not possible to display the page, what could be the trouble guys ???

and apply the migration - in the same place in the message it is clearly indicated what to do ...
