Error in psql Not enough memory, how to solve?

While the psql console is running, it’s impossible to even call the \? command, the Not enough memory message pops up, everything is the same with other commands, the maximum I can do is write help, and it’s possible to enter the database and create some kind of table, but see what’s in this the table is already impossible, the error Not enough memory gets out.
I reinstalled different versions, cleaned Roaming, ran it as administrator, checked the memory optimization in bootloaders, nothing helps.

Postgres on Windows - so-so idea. You can see, of course, what you have there with the memory settings - but it's better, IMHO, to put the DBMS into a Linux virtual machine.
