Error - google play services are required for some applications to work

Good afternoon.
Recently started working with androids.
There is an application (not mine), you need to test it, it comes in the form of a ready-made APK.
I put it on the emulator in eclipse AVD, at startup I get an error:
"google play services are necessary for some applications to work ..."
I googled - I found out that the google play application is installed from the factory on devices and nothing else.
I still decided to put Google Play on the article on Habré, habrahabr.ru/post/146667/.
Everything got up, I entered the store under my ID.
But the application still refuses to start due to the same error. What does this mean at all?
