Why do API requests work in android?

Good day! The fact is that recently, literally 3-4 weeks, some users have had a problem with the application's performance. That is, after downloading the application, everything is installed and started normally, but not a single request is executed, there is just a download indicator. There were complaints from new users. Sent them the same build apk file and everything works fine. What could be the problem? It seems that Google has some new rules, since if there was a problem in the code, the APK would not work either.
