Just the day before yesterday I installed MODX Evolution under OpenServer in Windows 7.
Everything works fine.
Apparently, you have some problems with the .htaccess file that is in the directory where you installed your MODX, although if you do not log in to the admin panel, then this is the "manager" directory, there is also a .htaccess file.
To test this, simply rename the .htaccess file or temporarily move it to a different directory.
