For them, as an experiment, a special dispatch service was created, where you can contact for almost any help via Skype or SMS. And the call center employee himself calls back to the institutions and organizations that the hearing-impaired person needs. The experiment was evaluated by NTV correspondent Mikhail Chernov
Gestures and letters are translated into sounds here. Operators of the round-the-clock call center communicate with their customers in complete silence by fax, email, SMS and Skype. The last two methods are the most common. The list of requests is huge, ranging from a request to order a train ticket to SOS signals.

Specialized WiFi-SIP phones or videophones are many times more expensive.
