How to get Moscow or "curve" phone number on Skype or any other IP-telephony client?

I live away from my homeland. From time to time there is a need to have a Moscow or "crooked" phone number on Skype or any other IP telephony client. For example, to register in a service that stubbornly believes that cell numbers start at +79 and nothing else. Or to publish an ad, because For some reason, no one calls to a foreign number.
