epayments card. In which country is the emitter, what about taxes in that country and in the Russian Federation?

Tell me, those who know!
1) Which country is linked to the cards that issue epayments (which bank is the emitter).
2) If a freelancer receives payment on such a card, is it necessary to pay taxes in the country where the card is issued?
3) If the card is nameless, then how do the authoritative authorities in the Russian Federation receive data on receipts on foreign cards and how is this card correlated with a specific individual in the Russian Federation?
4) How suitable is this card for the self-employed?

1) Great Britain
2) Taxes are paid on the basis of residence - if you are a tax resident of Russia (living in Russia) - pay taxes in Russia, and it doesn’t matter where you have bank accounts
3) Card - a piece of plastic to access the account, it doesn’t matter what It says on it, what matters is the name in which the account is opened. There are agreements between countries on the exchange of tax information.
Judging by the news, Russia and the UK do not yet have an exchange

4) You are obliged to pay tax no matter where you have accounts
Another question is that it is possible to violate the currency legislation if you do not notify the Russian tax authorities about the opening of an account and the movement of money through it. But recently there have been some changes

1. Take your time while becoming self-employed. The Tax Code has a wonderful clause that if your profession is not included in the list of 3 items by default and local legislators have not adopted any documents expanding the list, then you will be required to pay personal income tax. Additionally, there are wonderful disagreements about maintaining the obligations of the PFR if you had pension savings before acquiring the status. According to the current document, upon obtaining the status of "self-employed", you lose them and lose the right to apply for the bottom.
2. You can pay taxes in any country with which there is an agreement on mutual taxation with the Russian Federation. Pay where you want. Then you submit a notification to the Russian Federal Tax Service that all taxes have been paid.
3. Bodies will receive information if only EPayments itself leaks it.
4. In theory, you can safely pay in Russian stores with such a card by bank transfer. The only thing they wrote in the media was that when cashing out at an ATM from a currency card above a certain amount of cash, the card is put under control.

1. https://thebanks.eu/emis/epayments-systems-354789
2. Taxes are paid in the country of the resident
3. The card is not anonymous, you need to pass KYC to receive it. If you are a resident of the Russian Federation, the CIS and other "sanctioned" countries, then the card will not be issued.
Regulators of each country can obtain the necessary information on their residents from any other country and banks upon request in the appropriate direction and you can’t pay taxes from it in the Russian Federation either.
If you have an Epayments account and you receive payments there, then you need to legalize it through intermediaries, one of such examples is described on the forum here https://goo.gl/fmCmyb
