Enumerations or reference tables?

Good day. I'm trying to overcome my stupidity and reduce the number of gaps in my knowledge.
I want to create an application with 3 tier architecture (Data, WCF, Client). In the database, at the moment, there is one table, but it has a field that I defined as an enumeration. Well, actually, I ran into a problem. Let me tell you how I understand it: WCF is not going to accept attributes such as "Description", but I was hoping to get localized enum values ​​from it. Googled, the problem seems to be solved, but somehow not very elegant. On it actually a question: Whether it is necessary to contact enumerations in general? What approaches exist to solve this problem?
