Here's what I like about Habr: I subscribe to blogs that interest me and as a result I get an RSS feed only with topics that interest me, everything superfluous is discarded.
Is there an English-language technical site with a similar subscription system?

Have you tried setting up many different subscriptions on different thematic sites? Sign up on the python site, on the power shell site, etc.

Didn't you look in the direction of technical crunch? They have a lot of feeds broken down by topic.
