Engine for creating forums like Stackoverflow

Now there are several dozen clones of stackoverflow, but it was not possible to find an engine that would help create such sites. Tell me, please, if you come across such a platform.
On Stackexchange, there is now a rather long and formal procedure for establishing a new community, and it is not very well configured, and therefore, the option seems to disappear.
