Encoding problem. Questions on the site. How to fix?

Hello! I have such a problem.
I downloaded a template of a certain site from the Internet, uploaded it to the hosting, uploaded the database.
From the beginning, the site had questions instead of plain text, but I converted all text files to UTF-8, and everything was fine! But there are lines that go through the database, their encoding cannot be changed. I opened the SQL file itself, there is such a line.

I changed CHARSET to utf8 there, converted it to UTF-8, re-uploaded it to the database, but still, the text shows questions.
Please, who knows the solution, please help.
