And Yandex (and no one else either) makes no sense to give you data for free without flashing your logo.

You mentioned php, hence I conclude that you know how to use some programming languages. What if we take a Yandex map and parse the data using graphical methods? This is the most budget option, IMHO. They allow you to use visual data, and how you use them is up to you.
