Enabling error(select boot image did not authenticate). legacy boot does not help. What is the reason?

Laptop HP RT3290 Licensed windows 8.1
When I turn it on, I get the following error select boot image did not authenticate.
Googled all offer such a solution. Enable legacy support and disable secure boot. I did this and when I turn it on I get the error "no bootable device insert boot disk and press any key". Strangely, on the forums of all, such a solution helped, but I don’t know what could be the reason?
