Throw postal services (the more the better) that do not require a phone number
Where you can register mail without linking a phone number and payments. Temporary mail is not interested.

So, gentlemen, since I recently encountered this, I will present here the results that have been accumulated. As of today, November 10, 2020.
gmail.com, mail.ru, yandex.ru - they require a number without fail, you can't get around this. Registration is possible via sms-activate.ru, the gmail module costs 7 rubles, the yandex module costs 2 rubles, for mail.ru it doesn’t make much sense to use it - it will work only if there is at least 500 rubles on the account (in sms-activate.ru) (module - 1 rub).
rambler.ru - did not require (maybe because the IP was Dutch)
protonmail.com - does not require anything at all, like in the good old days
tutanota.com - does not require anything, but only allows one mailbox for free
yahoo.com- the number is required, it was not possible to register, it constantly gave
meta.ua errors - it does not require a number, but the letter with the activation of the box never arrived (I didn’t specifically indicate the boxes of the Russian Federation)
i.ua requires the number, and the number of the Ukrainian operator
