Email marketing modx - popular solutions?

I could not find a component for modx similar to the 1c-bitrix module "subscription and mailing management". The sendex and eletters components, in my opinion, will not work - additional fields and conditions are needed. I see only one way out - to use a third-party script, or a mailing service and synchronize it with the client base on modx.
How is a similar task of email marketing solved on modx: to make a newsletter to those who live in Yekaterinburg, filled out form No. 2 and did not visit the site for a month?

Good afternoon! Unfortunately, I am not familiar with how the 1C-Bitrix module works. But I know how to implement these tasks in mailing services.
Task 1. Segmentation
When integrating a site with a mailing service or a CRM system, you can quite easily set up the transfer of all the necessary data (name, phone, email, last visit date, gender, age, etc.) on the basis of which you can build segments in the mailing service.
Task 2. Form
In mailing services, you can create separate lists for each of the forms or put tags / labels so that you can distinguish users within the same list.
Task 3. Didn't visit the site
There are 2 options:
1. You pass this parameter from CMS/CRM.
2. mailchimp has an "add-on" Goal. Thanks to which you can track the actions of subscribers on the site (visiting certain pages, clicking on a button, the date of the last visit, etc.). The data on visits is recorded in mailchimp, and if the conditions are met, the trigger fires. I heard that Getresponse also has such functionality.
