to Ukraine, the easiest and cheapest way is through Unistream:
unistream.ru/
From Russia, you can send online via QIWI.purse.
UniStream and MIGOM drive to Belarus:
www.migom.com/
Unfortunately, it is impossible to send MIGOM online.

If inside Ukraine it happens most quickly through Privat.
If between the Russian Federation and the CIS countries, then the Golden Crown has a fairly reasonable commission and support departments.
