Electronic hookah / cigarette using steam as inhalation, is it possible at all?

Until the end, I still did not understand whether such a question would be appropriate here, in general, I will try.
Most of us have come across such a topic as inhalation, the essence of inhalation is simple and clear, with the help of steam of heated water to which either eucalyptus oil or some other substance is added to treat the lungs.
I know that the propylene glycol used in e-liquids is not very useful to say the least.
Question: Is it possible to convert an electronic cigarette, or at least craft a new one that will really form a useful vapor and, as a smoker, will delight with its original idea.

cold steam is used for the inhaler. it is formed from microwaves and not by heating

If you look globally at problems with the respiratory tract, mostly due to dry air from heating, you buy the simplest air humidifier and start living simply in a new way and breathing too

It seems to me that the idea is correct, but. Why breathe glycerin vapor? In electronic cigarettes, the liquid is evaporated by heating. This means that heating can change or destroy useful substances.
In addition to evaporation by heating, there is an ultrasonic method of spraying water; humidifiers are sold in household appliance stores. They give a dense fog suitable for inhalation, but since the process is purely mechanical, all salts and solutes remain in the droplets. In my house, such a diffuser humidifies the air 24/7 in winter. I drip all sorts of aromatic oils into it. I like it very much, the device is alive.
There is a third method of spraying familiar to me - a spray gun. Used in some medical inhalers. The bottom line is the spraying of water by a passing air stream from a miniature compressor.
