ElasticIP/Failover-IP for Russian hosts?
Greetings.
In connection with events with a tag with the letter p of the first number, I am looking for a hoster in Russia with Elastic / Failover-IP between _independent_ data centers (as is done with ovh / hetzner / linode).
It is better if the address will be spinning in a cloud, and not on hardware.
Various options for ready-made balancers are uninteresting (no one knows how to make them anyway), you need a migrating address in two or three data centers on your systems.

Selectel can do this
The service in the Selectel control panel, "VRRP Router Backup" is called. You take two servers in two different DCs (St. Petersburg and Moscow), order a service, get a grid of IP addresses / 29 (by default). Selectel occupies two addresses, configures VRRP on routers in St. Petersburg and in Moscow. You can configure VRRP on the servers to some other address so that it walks between servers (between St. Petersburg and Moscow). As a result, redundancy is both at the server level and at the level of the Selectel infrastructure.
In my opinion, the most racially correct option would be to insure a gateway with SIM cards.
few people have several data centers, and those who have IP are generally tightly tied to them, so I have never met such a service, so most likely it does not exist.
