Eclipse under Linux Mint: run in console with ctrl+f11 doesn't work. Where to look for a problem?

Linux Mint 20 Ulyana + Eclipse IDE for EE Java Dev 2020-12 (v.4.18.0)
Starting in the console by ctrl+f11 does not work.
Other hotkeys work.
Doesn't depend on layout.
Didn't find a solution.
How to fix?

UPD: thanks to Vasily Bannikov , in the process it turned out that no combinations with function keys work in Eclipse, although they work, as such, in the system.

After changing the environment from XFCE to Cinnamon, the problem disappeared. What it consisted of is not clear. Some XFCE bugs...
