Easiest way to create a database?

Hello, please tell me the easiest way to create a database:
- different excerpts from regulatory documents in construction will be stored in the database
- it is desirable to create the database as easily as possible and edit it further - the head is already full of building codes and time is also limited
- there should be an opportunity reservations
something tells me that the easiest way to do this is in excel or access, your opinion is very interested .... ??? )

excel or access is possible, but there will be no more order from this. Something more specialized, like 1C, is probably better.
