Easiest way to call from android app to browser and back?

Hello everyone,

there are two users. One sits in the browser, the second in the Android application. What's the most direct way to arrange a voice call for them? Is it possible to do without a SIP connector, because phone calls are not used here?
If important, then the application is written in Flutter, the web part is in React.
