DVD editing software?

There are dvd files on the hard drive.
It is necessary for the existing subtitles to shift the display time (lagging behind), and change the order of the audio tracks (which is the first by default, which is the second, etc.)
Please advise the program for this. Something that would allow you to do this quite simply, without understanding much about the structure of dvd files.

Of the non-free for Windows - DVD Architect, limited - Sony Vegas.
Basically, they use a set of programs from the VobEdit, IfoEdit, DirectVobSub, VirtualDub series (the application process is described, for example, here )
