Dumping prices for Bitrix licenses?

please tell me if another Bitrix partner offers my client a license below the official one. prices - is it against Bitrix rules? Is there anything that can be done in such a situation? The invoice has the official price below.

Depending on their agreement, for example, they can give part of the cost of work.
For example, you give me 38K and I give you a license, but in the load another 10 hours of work as a programmer for free.
So it is possible, but if there is a contract or a check, then yes, you can get it for it.
But normal studios do not go for such tricks, since the price of a license is already low, and it is easiest to justify its price.
