Drupal smtp not sending emails?

Good afternoon, there is a system on a local server (xampp). Drupal 8. Sending letters to the mail does not work, configured smtp, phpmailer. It still says to contact the administrator. Who has a video or instructions for the correct setting, when a new user registers, notifications were sent to the mail.
