Wrote an article on the Drupal 6 Forms API (FAPI) explaining this topic in a nutshell. But now that Drupal 7 has been released, there are doubts that it is needed. Is it worth publishing? Or remake under Ddrupal 7? Or just add and show the differences in the API?
