Download movies over wifi completely on ios?

iOS

I spend a lot of time on the road every morning.
It's convenient to watch different presentations, lessons...
But a lot of mobile traffic goes away.
Not convenient every time through iTunes.
By wifi it is not fully loaded if you open it before exiting.
Question: how is it possible without additional. manipulations to upload video content on ios?
For later viewing.

I use QWE Video for iOS.

VLC had a server that you could go to from your computer and download everything you needed to it. It was removed, but they promised to return it.
