Don't order layout in the West? Or am I dumb and can't find it?

Actually, I monitor oDesk and elance, I see that only a few psd-to-html layout projects are published there per day. Whereas on the same decaying fl.ru every day there are a lot of projects for layout designers.
Maybe I just don't understand how to search? (I never liked Western interfaces)
On Odessa, for example, I look at such filters - joxi.ru/nAyX4XaFwgod2Z and the cat wept for projects there, half of them are from Indians. And often there are not projects, but nonsense like "I have a blog on WordPress, I want to change the color of the buttons." Or vice versa - "I want a cool site. Make me a site."
I have a lot of experience in layout, I seem to know English quite well, I want to work more in the front-end, I really like js as a language. But the initial task, at least in terms of layout, is to move to foreign exchanges.

Your keywords seem to be correct (I used to look for such keywords myself, but I work in a narrower niche). And there were a lot of projects on them. I would also add javascript.
Apparently, the problem is something else. For example:
- If you try to find a weekend (Sat, Sun), then there will be fewer projects. For some it's obvious, for others it's not. There are customers who work on weekends, but 70 percent are resting.
- The time of day and the difference in time zones are important. Imagine that US customers work from 08:00 to 17:00.
Then, from the east coast, business activity for people will begin at 16-17 Moscow time, and on the west coast - at 19-20 hours. Plus, not everyone will be posting projects early in the morning.
- Perhaps your filters are somehow incorrectly configured. In general, I use lancemonitor.com to look for work on these exchanges . Already a year and a half.

It's just that in the West, as a rule, a designer, layout designer and front-end developer are one person. Knowledge of layout for a designer, as far as I understand, is almost mandatory there.

The West has a more mature market, as I understand it. Sooner or later it will be the same for us. Why first order a layout from one freelancer, then layout from another, and a stretch on the engine from a third, when one person can do it? It's all from the same opera, frontend. Maybe I'm wrong, correct me

I don’t have any friends of fronters on Odessa, and in general it’s customary for us where I ordered a design there and cut it into pieces for you, it makes sense to waste time looking for a layout designer.
The fronter lives in Russia, since there are not many good fronts here at all.
My neighbor still has a typesetter, he also lives purely for old customers, he says the work is in bulk, he refuses to typeset for me, typeset thousands at five rubles per page.
