I noticed that many sites crawl into the .to domain zone from .ru, .com and even .org

With .ru, it’s clear: they can stop delegation for any sneeze.

But why are sites with completely legal content moving from org to to?

.to does not expose whois to the whole world, and nothing more. To me, that's not much of a reason. But I saw how sites with completely legal content, but very unpleasant for competitors, move to to.

Why is the .to zone safer?

If the plan is to keep a site with legal content there (100% not stolen, but freshly created), but very disliked by competitors?
