sorry, not a registrar in tech-c, but the one who provides the work of the NSs of the domain. Such a concept as a registrar does not exist in all DNS zones at all.

registrars will not deal with each other. you request the so-called auth code (transfer code) from the current registrar, then transfer the domain from the new registrar, where you enter this code, but then they, as you say, “agree among themselves”, although everything happens automatically
PS: but still name zone, because in the TLD there is one rule (much more transparent, simpler and more correct), and in local zones there are their own, where everything is much more complicated
