Domain stolen

They stole the domain, most likely through a virus, gaining access to soap and the registrant where it was registered: joker.com. But it doesn't matter anymore.
Now I am conducting intensive correspondence with webnames.ru where the new domain has moved, as well as with joker.com. The site is still working, because. the attacker registered my old NS-servers. But at any time it can stop working, you just have to change the IP.
Today I spoke to the police.
Preparing for the worst, the question is: Has anyone dealt with ICANN ? As far as I understand, there is $1500 to be paid for initiating proceedings? Can anyone explain what and how?

webnames.ru as a rule responsibly responds to requests, I keep their domains myself.
Write to them about the problem and ask them to block the possibility of transferring and managing the domain until the end of all proceedings. By the way, on Habré there are their representatives and even a whole section, try to contact them.
