Domain in dev zone without ssl certificate, perhaps?

Good day, tell me please, is it possible to use a domain in the dev zone without ssl?
The web server is configured to support HTTPS:
PostgreSQL 11.2
Apache/2.4.38 (Unix) OpenSSL/1.1.0j
PHP-FPM 7.3.3
PCRE2 10.32 2018-09-10
There is also HHTP2 support on the server, I understand that without ssl this protocol cannot be used.
But is it possible to use a domain in the dev zone without ssl?
Or any of the free normal ways to get ssl today?
