DOH by IP vs name?

For some reason, DOH from cloudflare suddenly stopped working when accessed by IP, it works by name:

No one will explain on the fingers what it might be. related?

This may be due to the fact that you first need to get DNS records to work in the networks of the provider (the same Beeline), because the PC cannot get the addresses you need for this from 1.1.1.1, check.
