Does Windows 8 automatically add another language to the list of used languages?

After launching some applications, Windows 8 automatically adds English (Russian and French are the default). Moreover, it is not displayed in the list of used languages, however, when switching languages using Windows + Spacebar, the system constantly jumps to it. What is causing the problem?
