Does TortoiseSVN have a document view/open log?

TortoiseSVN has a revision log - who posted, renamed or deleted a document (folder) and when. Is there a log that shows the date and user who opened the document?

No. There is no such possibility.
This follows logically from the purpose of version control systems and their functions .
