The client wants to create a site to search for contractors. The user (customer) enters the site and sees the categories of work: Interior decoration, Welding. Plumbing, etc. In each category, the customer sees a list of performers with terms, prices, and other conditions. Selects the performer - puts a mark (consent).
If there is consent, then the performer (the one who undertakes the work) pays a commission to the account and receives the details of the customer in his personal account (name, address of the object and customer, phone number).
The question is whether the work of such a site falls under the new law on online stores (54-FZ)? if so, do you need to connect an online cash register?

Can. But it's fraught. As an option, the customer pays the service commission separately, separately to the contractor.

Any money that a physicist sends to a legal entity must be fiscalized. Therefore, in your case, the option is if the work that the customer is looking for is performed by legal entities. Then these legal entities will pay you for the client brought. In this case, you do not need a cash desk; you carry out activities between two legal entities
