Does the site design include layout and development?
If the studio offers design development, as a rule, this is the creation of graphic files separately (jpeg, png) or in the aggregate of a single file (psd). But does the design include either initial or final layout and development of the whole site, because often in design studios I see such a moment as a "turnkey site" - in my understanding, this is the creation of the entire site, and not just its design.
And in general, how do most web studios do it? The customer asks for a design, after its creation the studio sends him a psd, or a layout with it?

Design is design. If only design is required, then this means creating a PSD layout or something like that. And layout and programming is already development. Just as a rule, the design is included in the development and is considered together.
But, I repeat, if only a design is ordered, then this is only a layout.
Well, if the customer only wants a design, then the web studio will do the design. But if turnkey, then there are 2 options:
1. Turnkey means stupidly all layouts and modals, in general, everything.
2. On a turnkey basis, this also includes layout and programming and further maintenance.
