Does the RT-V4L1USBn modem cut speed in my case?

Tell me, does the RT-V4L1USBn modem cut speed?
If you connect via phone (wifi), the speed is normal.
If you look through the speedtest, taking the EKB server, it gives out ping 46.
But when I go into the same CSGO game, for example, it gives out ping 100+ (the server costs EKB)

Ping and speed are independent of each other.
