Does the presence of the same elements on the page (for example, a menu) affect SEO?

Good day!
Let's say we have a page with a standard two-column layout (content and sidebar). The sidebar contains a menu, which under normal conditions is on the right. In the mobile version, if nothing is done, the sidebar menu will appear at the bottom of the content column. And actually the question is - is it okay to make a hidden element with a sidebar in front of the content column, showing it only for the mobile version? Or using JS to move the sidebar to the desired position, in fact, swapping the columns?..

Normally, this will not negatively affect, but search engines understand that mobile sites look different
