Does the package manager install packages in two places on the system?

Hello!
Installing some packages in Ubuntu 19.04 using the package manager.
When I install them (for example synaptic or virtualenv) and then check their location with the "type -a" command, I find that they are installed in 2 places at once. Even the "built-in" python3 is installed in these same places.

BUT further, when you run the "which " command, only one path is displayed "/usr/bin/virtualenv"

Question: Is this normal and if not, how can I prevent this?

These are just symbolic links, a crutch for compatibility with legacy staff.
Label, in short.
