Does the media creation tool now create an up-to-date image with the latest updates right away?

I created a flash drive, installed Windows - we have IMMEDIATELY build 19041.450 (08/11/2020).
I think: why is the computer not sausage, it doesn’t download anything, it doesn’t install, I checked the build number - 19041.450, in the installed updates (I thought galyuniks) - EMPTY, that is, the system was immediately installed at the time of 08/11/2020 and there is no need to wait for the updates to resume.
Does the media creation tool now create an up-to-date image with the latest updates right away?
If so, can you read about it somewhere?

ps and there are 11 drivers hanging in optional updates (I don’t need them, BUT you can check which ones to download and install), which I couldn’t update from the central office before, they could only be updated from the Device Manager.

No, they just repacked the image for the media creation tool on 08/08/2020 :)
If you just download the image from under Linux, then the image date is 05/11/2020.
