From my own experience, I can say that the idea is very rotten. They relied on a certain functionality that the giants do not have. And then Avito released an application with exactly the same functionality and the project failed. In addition, people in the regions somehow perceive everything new with hostility.

The secret of Avito's dominance in the market is not in its functionality (which can be copied with a relatively small investment), but in a colossal amount of content. Content generates organic traffic. Traffic brings new content. ... PROFIT.
Today it will be very difficult to kill this giant. To do this, indulge in  buying the floor of Yandex  to invest in the promotion (and not in the development!) of a naked (without such a volume of content) competitor Avito's annual profit. Regional boards can't do it in principle.

Yes, Avito is inconvenient, crooked, there is a lot of spam and scammers, but you can make a clean site according to all the laws of usability. But the main thing there is not convenience, but people and content. Avito was advertised on central TV for a long time, thanks to which he grabbed a huge audience, including a very important and at the same time inert audience of "ordinary" people.
I think there is a chance only if you have a very large budget, for which you will make a very high-quality service and stir up a wide advertising campaign. Let not on central TV, but for example, hang a hundred billboards around the city - as you understand, this will cost a pretty penny.
By the way, there is such a technique for testing an idea - it is called "because ..."
You ask yourself the question: "people will leave Avito and go to my site because ..." - and honestly answer yourself, cutting off all general phrases, leaving only the specifics. Not some abstract people there, but you need to imagine specific living people and specific situations, including yourself. "I will pass because..." - why?

You don't need to look for other success stories if you want to start your own. The strength of local projects is precisely in their locality. Large projects take quantity, but you can take quality.
For example, we, in Kazakhstan, have an automotive-themed board and they increase the level of trust in ads with their own quality control - if a car has a sticker "Checked by wheels", then the price-quality ratio will be worthy. I am sure that if you look closely, you will find many other useful features for yourself that will not be of interest to the owners of "large" boards, but will give you an advantage in the local market.
Do not be embarrassed by the idea of ​​making "another bulletin board" because the board itself is a general definition, but the solution can always be different .
