Does the HEX color display change depending on the monitor's color profile?

The situation is this: when saving an image, you can embed a color profile into it, and regardless of the browser / computer profile, the image is displayed, for example, in sRGB.
However, how can you set a color profile for the colors specified in the code, because the conditional RED on monitors with different color gamuts will be displayed differently. Or am I wrong?

Work in the browser profile - sRGB. It will be + - the same. But do not forget that monitor settings, white balance, contrast, matrix type, and even the monitor manufacturer play a very important role in displaying.
So I don't even know what is more important - the profile or all these custom parameters.
I can say one thing - do not go crazy about this. All the same, you will not achieve the same color for all users. Impossible.

If anyone is interested, then at random I found out the following:
1) Most browsers work in the sRGB color profile regardless of the monitor profile, BUT in Firefox this function must be enabled independently in about: config.
2) Most browsers support profiles embedded in images (!), so when saving for the web, embed the sRGB profile, otherwise on monitors with a wide color gamut there is a risk of getting a picture different from the general colors of the site.
