Does the enhanced blur effect only work on zoom lenses?

Good evening.
Does the enhanced blur effect only work on zoom lenses?
Or does the same rule apply to fixed ones, that with the same aperture, the larger the focal length of the lens, the more it smears?
Those. that 24 and 35mm will have a slight blur, and 135mm will make the blur noticeably stronger?

The focal length determines how far the zone will be after which blur will occur.
here is 24 mm, but blurring is present (at close range),

but you won’t blur an object that is a couple of meters away. And if you take 200 mm, then the whole person can be separated from the background.
The nature and quality of the blur depends on many factors and often distinguishes expensive optics from cheap ones.
